(a)
Before installing any driveway or means of ingress and egress to any property abutting a county road or county maintained road, other than in connection with timber harvesting operations, the owner or person installing said driveway shall make application to the county board of commissioners through its building and zoning office for a permit authorizing said installation. No work shall be authorized until the issuance of a valid permit.

With each permit application a drawing must be provided showing the property boundaries in relation to the county road, the location of the proposed driveway on said property, and the distance from the nearest property boundary to the outside edge of each driveway.
